Per T90004 and the original discussion on Commons, we should add the upload_by_url user right to all registered users on Commons. Note that actual use of this right is restricted by a site whitelist, so it's not quite as risky as it sounds. We also limited the number of Flickr images that can be imported at once in T236341.
