[Spike] Build and deploy a Vue.js search prototype to labs

Description

This task encompasses the work necessary to build and deploy a demo implementation of the project on labs. There's no expectations around code quality but the prototype should inform future decisions on structure, design, and overall technology and toolchains used in the project.

The prototype may crib from any of the many existing search autocomplete implementations, some of which are cataloged here.

Acceptance criteria

  • Prototype is available on a labs instance. – On Netlify for reasons of simplicity in this case.
  • Prototype has all major components built from the search form to the button. – We will have lots of discourse over where best to break things into components but some of the major players are there.
  • Prototype supports more than one language. – ✓ I recommend we descope this for now. This is considered a stretch goal for the deliverable and there's enough in flight already.
  • Any learnings are captured in existing or new tickets on on wiki. – I believe all tickets are up to date, a copious readme is provide, and an extensive presentation was given.
