MassMessage delivery not taken place

Description

Yesterday I used the MassMessage delivery system on Commons to send out multiple messages. All the messages have been delivered except for one (and after this one another MassMessage was sent out successfully). A second attempt about two hours later to the same group of users also was not delivered on the talk pages. With both cases no error message was shown.

The message itself was very similar to the ones to other groups of users (which were received well), only it was translated to Italian.

What did cause that this MassMessage was not delivered?

How can we get this message sent to the listed users?

Guessing, but there's a bug that has regularly caused issues when delivering MassMessage to long target lists (Tech News, 900 pages, has repeatedly been too long). We think solving T232392 would fix this. I've started splitting my target lists into smaller ones to get around it, creating eight target lists for Tech News, for example.

I noticed this today, I sent several messages (both via meta and locally via cswiki), and it just was (way) slower than normally, but all messages eventually got delivered. Can you still reproduce this issue?
