Wikidata descriptions can no longer be shown for content on enwiki. They should be excluded from the action API responses as well.

Acceptance criteria

• All requests with prop=description on enwiki return a local description if it exists
• Requests with prop=description on enwiki never return a Wikidata description even if it exists
• Requests with prop=description still include descriptionsource in the response
