Description

README.rst contains a quick start example for using pywikibot. Now a lot of work is made at wikibase. Make a quick start example for it.

Hello, please get familiar with https://www.mediawiki.org/wiki/Manual:Pywikibot/Development. If you understand how to complete this task, just assign it to yourself and publish the patch.

@Shubham656jain , @Diwanshu885 claim the task if you're going to work on this, so the other one will know.
