Update TextCat / Language ID documentation

User Stories: As a user I want to be able to easily find up-to-date docs that give me some insight into how language ID works on-wiki, so I can understand the results I see. As a developer, I want to be able to point people who ask questions to up-to-date documentation so I don't have to re-write it and wing it when I answer questions.

The TextCat documentation is out-of-date and incomplete. It could be updated and expanded, which would have been helpful for answering T270847 and T270848, for example.

It should also be interlinked with Help on Cirrus Search. When attempting to find how cross wiki search works I could only find some userspace subpages and some old notes, and I have no idea how I could have learned that the thing is called "TextCat" to begin with.

I also add cross-language search and TextCat to the Cross-wiki search results on the Help:CirrusSearch page.

Any feedback is appreciated—and it'd be extra helpful if someone conversant in the use of translation mark up could check on my Help:CirrusSearch additions and make sure I didn't mess up anything.
