Informed by last quarter's experiments with single-version images, we'll now begin to develop a multi-version image for MediaWiki that incorporates:
- Directory hierarchy for all active branches of MW (those present in wikiversions.json).
- The mediawiki-config necessary for production runtime.
- Security patches will be omitted from this image (see T271274: Security patch workflow for MediaWiki on k8s for the related workflow).
