In order to decide on the preferred strategy for changing (many) hook signatures away from using User and Title, it would be good to have an overview of which hooks are used how often, and by which extensions.

A script that can go through a list of hooks and generate a report would be useful. That script can rely on CodeSearch to find usages. We did something similar for T247862.
