Enable Content Translation in 3 Wikipedia as a default tool

Description

The Language team propose to enable Content translation on 3 wikis that met parameters (have MT and are better with CX based on statistics); the Wikis below are good candidates:

The process:

- Communicate our plans to the different Wikipedia communitiesDone
- Monitor communication thread for feedback (for a weekDone
- Enable the content translation as a default tool in the various WikisDone
- Monitor content created with the toolDone

Data from last month is available. Across the three wikis where Content translation was enabled 11 articles were translated and none of them was reverted. The volume of content creation is low as we could expect given the size of the wikis, and there are no indicators of low quality article creation.
