Android application does not show CC-BY-SA message when editing a talk page

Description

Steps to reproduce:

  1. Go to any Talk: or User_talk: page on enwiki
  2. Tap "New Topic"
  3. Fill in the "Subject" and "Compose message" fields with whatever
  4. Tap the blue check mark to save

The expected result, is that, at some point in this process, you see these words:

By publishing changes, you agree to the Terms of Use, and you irrevocably agree to release your contribution under the CC BY-SA 3.0 License and the GFDL. You agree that a hyperlink or URL is sufficient attribution under the Creative Commons license."

The actual result is that you never see these words at any step, and your message saves.

Tested in version 2.7.50350-r-2021-04-07.
