Description

User Story

- As a product owner, I would like the query string parameter override for user links to be removed once the user links feature is fully deployed and the override is no longer needed.
As a tech lead, I would like the feature flag for user links removed as soon as we are able to to simplify the amount of combinations we have to support and test

Developer Notes

Code responsible for user links query param override was introduced in T285855 (patch 704193)

Acceptance Criteria

Code for user links query parameter override is removed.
Applying vectoruserlinks=0 or vectoruserlinks=1 as a query string parameter to a url has no effect on the page.
