Subscribe should notify when discussions are closed using {{atop}} / {{archive top}} template

Description

Feature summary
Currently, DiscussionTools allows a user to subscribe to a section. Then most changes to a section will appear as an echo notification.

However, some edits, such as the closure of discussions by adding a template, do not currently receive a notification. I propose that these also generate a notification.

Use case(s)

Benefits
This would be helpful for getting a notification when a discussion is closed, for example in this edit.

Event Timeline

This would usually work, but… the template {{atop}} (https://en.wikipedia.org/wiki/Template:Archive_top) marks up the archiver's comment with a <blockquote> for some reason, and DiscussionTools ignores comments that are marked as quotes to avoid misattributing them in case someone is actually quoting someone else's comment (e.g. using {{tqb}} https://en.wikipedia.org/wiki/Template:Talk_quote_block).

I think this needs to be fixed in that template.
