There is usually no need to translate template title.

Template title is normally only visible on a template page. Of two groups of people who open the page of a translatable template – people who edit the template and people who translate it – neither have much use of it. I see this translation unit as useless, since it is not visible to readers but requires action to achieve 100% translated page; some translators just save original text, which is a working solution but wrong by nature.

"Allow translation of page title" is default to on, afaik. Translation admins often leave it as is.
Is it possible to switch it off just for one namespace?
