The minimum should be 50 INR. google is currently showing that to be equivalent to $.65 USD.

Adding @Pcoombe as well. Once this change is made, we'll probably also want to update the banner hard minimum in the JS, https://meta.wikimedia.org/wiki/MediaWiki:FundraisingBanners/LocalizeData-2017.js.
