Add option to move LanguageSelector to right Sidebar with default display of some interwikis

Feature summary (what you would like to be able to do and where):
As you can see on the project talk page, many experienced editors are unhappy with the fact that now all interwikis are hidden and it takes a very long time to get to them.

I propose to create a separate setting that displays a certain number of interwikis in the right sidebar. This number can be adjusted, as well as which interwikis are displayed: by location, by the amount of text inside interwiki, or by the most frequent user transitions, or user's choise.

Now all interwikis are hidden and to understand if there is an interwiki in the language you are interested in, you have to open the drop-down list. Most often, there are very few interwikis, and opening a drop-down list with one interwiki seems counterproductive.

Most often, the same interwikis are needed for work, and often they are needed in easy accessibility.

Benefits (why should this be implemented?):
Makes it easier for experienced editors to translate and edit articles.

Dear @ovasileva, the current issue is one of the major dealbreakers for switching to Vector-2022 as the new default theme in Russian Wikipedia (as discussed right now in the forum).

You could show that you care about the UX of the ru-wiki editors by raising the priority of this task.

Language selection has to balance many different usecases. The change of placement in the new Vector version makes it more discoverable by placing it at a more prominent place. Before that, when it was on the left sidebar, users have to scroll to it every time.

For quick switching between usual languages, the language selector surfaces frequent languages in the initial section of the language list. For cases that more frequent access is needed, an exploration compiled some ideas (including one similar to what is proposed in this ticket) here: T301787: [Design spike] Explore options for one-click language switching

One consideration in this space is that when users change the language they navigate to another wiki,, and we may need to be careful not to expose them to a completely different experience they may need to reorient. That is, switching between Korean and Russian Wikipedia to find the language selector in two different places may be disorienting from users frequently switching between them.
