Toolforge root for LucasWerkmeister

Description

@LucasWerkmeister is a regular in the Toolforge community, providing help via IRC/Telegram, reporting security issues in tools and developing toolkits for other developers to use.

I believe they are well trusted and having them as a Toolforge root would be a benefit everyone.

Procedural question: @Lucas_Werkmeister_WMDE has signed L3, @LucasWerkmeister hasn’t yet. Do I need to go through the NDA paperwork again, or is it enough if I sign the document on Phabricator? (It looks like Phabricator will just let me do it; legally, I suppose I’m just one person.)

For folks who haven't seen one of these before, https://wikitech.wikimedia.org/wiki/Help:Access_policies has the policy on who needs to know about the nomination and how we will eventually determine if the right is granted or not.

I have finally heard back from T&S and they have approved this, so we can escalate Lucas's rights any time.

Thanks a lot! Shell root seems to work:

lucaswerkmeister@tools-sgebastion-10:~$ sudo who am i
lucaswerkmeister pts/83       2022-08-18 15:29 (82.35.6.145 via mosh [9552])
lucaswerkmeister@tools-sgebastion-10:~$ sudo whoami
root

That should be enough to chmod the next set of world-readable tool credentials I stumble across ;) and then I guess I could slowly start looking into the Horizon side of things to see how things work there…
