Description

In T309463, we made the initial set of customizations to the version of the table of contents people who are using the Vector (2022) skin will see when they visit a talk page.

This task is a continuation of that initial effort and involves the work of creating a way for the Editing Team to modify the title of the ToC that appears in the Vector (2022) skin.

Requirements

The Editing Team is able to arbitrarily change the text that appears atop the ToC
The "text that appears atop the ToC" should read Discussions
- Note: nothing else beyond the text should be changed about the ToC's title. Said another way: the way the ToC's title is styled should not change in anyway as a result of the changes this task will introduce.

Per the conversation we had during today's standup, the change this task "asks" for (changing the title that appears atop the Vector (2022) ToC from Contents to Discussions) will NOT block the T317907.
