The DiscussionTools team would like to change the title of the "Table of Contents" in certain cases to "Discussions". One can imagine that other uses might arise in the future, including changing this via a magic word or parser function.

This task is for adding an appropriate $title property (bikeshed bikeshed) to the TOCData object.
