Description

At the top of the new topic tool, the user might see a banner / hint announcing it as a new feature (added in T293962):

Now that it has been enabled by default for a while (almost) everywhere, we should remove it. We can also remove a similar banner shown in the wikitext editor when the user follows the link in this banner.
