[DESIGN SPIKE] Generate concepts for prompting people to decide whether to reference new content

Description

This task involves the work of generating / sketching design concepts for ways the interface might prompt people to decide whether they ought to add references to the content they have just added to a new or existing article.

While T322816 and this task are similar in so far as they are both intended to explore ways we can cause people to explicitly decide whether they are going to accompany the new content they are adding with a reference(s), this task differs from T322816 in so far as the potential solutions we generate here should assume that the software will be able to detect the specific content people have added within a given edit.
