Add config variables for the links in the footer. These are likely to vary depending on which chapter or user group that uses the page, so just i18n is not going to be enough. Up to three columns with headers should be handled.
For reference, the original footer looks like this.

@Lokal_Profil, @AxelPettersson_WMSE, @Jenny_Brandt_WMSE, @Jopparn: how many links do we want? In the document we only wrote down a couple, far less than what's on wikimedia.de. I'm wondering since if we don't have enough to warrant categorising in columns the layout would change a bit. I'm not looking for specific links now, or even an exact number, just an estimate.
