Provide a link to the template page from the template context item

When you select a template in Visual Editor it currently has a option of editing the template. I want another button that takes me directly to the template.

Such a link already exists on the top of the form with two different wordings:

  • The "Foo" template doesn't yet have a description, but there might be some information on the template's page.
  • Templates are user-generated and may lack complete descriptions. There might be additional information on this template's page.

By comparison, the link context does provide a link to the target page as well as the edit button:

One could argue that a VE user is unlikely to want to visit the template description page, as we pull in template metadata to the template editor anyway, so adding a link here would distract from the likely action: edit.

That said experience editors use VE as well and this could be useful to them.
