Description

We've added these and have designs for the default/fallback viewer/editor, but not the function viewer and editor. We need to fix this. :-)

Desired behavior/Acceptance criteria

Short descriptions can be seen on a function view page
Short descriptions can be created on a function editor page
Short descriptions can be edited on a function editor page
