Backports only.	Branch `wmf.12` and deploy to Group 0 Wikis.	Deploy `wmf.12` to Group 1 Wikis.	Deploy `wmf.12` to all Wikis.	No deployments on fridays

Test plan:
- We have end to end mocha test here, which is testing the conversion and passing fine.
- We will manually test on Beta as well.
Revert plan: This patch is safe to revert.
