When someone makes the choice of not adding a citation and provided a reason for that, they should not be prompted again by the option to add a reference when they go back to the editing mode by following the steps
below:

• Tap "No" on "add a reference" dialog.
• Select a reason from the next dialog.
• Click on the next button.
• when you are on the save dialog, press the back button
• Now that you are back the full page editing editing experience tap save button again.

At this point, you will again see the same edit being highlighted and edit check being triggered. This should not happen.
