There’s no project tag, and the patch is for DiscussionTools, so I guess it belongs there.

@Madalina, @mszabo and I decided that we don't need to prioritize this (the ellipsis menu for topic headers on desktop) for the incident reporting system. It would be nice to have, but adding the support in DiscussionTools looks somewhat complicated and would probably best be done by a maintainer of DiscussionTools.
