Actually, the form should not be visible at all in the editor. I had already pointed this issue out previously, on dewiki we are hiding it in the editor locally atm …
You can probably do something quick using the VE JS hook: https://www.mediawiki.org/wiki/VisualEditor/Gadgets#Running_code_after_VisualEditor_is_activated
Having a pretty high z-index is leading to this. It shouldn't be too hard to fix that or simply make it disappear in VE edit form.
