Hi @Nikerabbit, we mean by "the second interface language" the display language of non translated messages. For now on zgh.wikipedia.org all the non translated messages are displayed in Taqbaylit.

Do you want to remove fallback Taqbaylit language, https://github.com/wikimedia/mediawiki/blob/dcd8a21d561fb0d5272ed9ea4f33b62d5b84a64a/languages/messages/MessagesZgh.php#L10 , so that it displays english translation for non-translated system messages

Fallback language cannot be configured per wiki.

Change 977079 had a related patch set uploaded (by Jon Harald Søby; author: Jon Harald Søby):

Will it be useful to have kab as a default assistant language in translatewiki? Translations into assistant languages are shown in the sidebar whnj they are available. Some other assistant languages I can think of are: Standard Arabic (ar), Moroccan Arabic (ary), French, Tashelhit. Do you want any of these?

I understand, and I have already merged the patch that will make English your fallback language. It will be enabled on zgh.wikipedia soon.

I am asking about something else. I'm asking which languages should be shown by default in the sidebar on translatewiki.net when people are translating the user interface. If kab is removed as the fallback language, nothing will be shown there. If that's what you want, it's OK. But I suggest to show some languages there, in case translators know them better than English. (English will be shown there in any case.)
