As I have created the ticket, it appeared to work. Anyway it should be checked, as this happened around a dozen times before and it's not acceptable to retry for hours to create an account.

If you need an exemption from that you could request that on wiki.

But based on the error message you pasted you might (also) be affected as a false-positive in other places that limit access for certain IPs.

To rule that out, would you mind sharing your actual IP address in private? You could use a private paste here on Phabricator and link to it or you could email it to me at dzahn@wikimedia.org

fwiw: I received the IP but can't find that IP/network in the private puppet repo. So it doesn't appear to be that kind of block.

It may happen that more than 6 accounts per 24 hours have to be created,. Does the limit also apply to sysops?
Anyway, at the given day only two accounts were created, and the second creation showed the mentioned problem.
