Description

A schema migration configuration value is needed to support a staged deployment for using the cu_useragent table.

Acceptance criteria

The schema migration is created with the value for the time being set to SCHEMA_COMPAT_OLD
The schema migration value should be pinned on all WMF wikis to SCHEMA_COMPAT_OLD
