Stop writing old for user agent schema migration on WMF wikis

Description

Once extension.json has been updated to stop writing old for user agent schema migration, the schema migration config should be set to stop writing old on WMF wikis. We should only do this once T361210: Changes to the cuc_agent column in the cu_changes table has been resolved

Acceptance criteria
  • The value of the schema migration config added in T361173 should be set to SCHEMA_COMPAT_NEW on all WMF wikis
