Add management support for arrays

Description

In T360472 an array control was introduced to support the help panel links configuration. Given the JSON schema behind is of type array it is expected from a generic form editor to allow to add and remove elements, summarized as management in the issue title.

The control might need to be aware of the array validation rules such as minItems, maxItems which will be added within T358659
