User story & summary:
As a CC2.0 user, I want to see some informational text while the editor loads so that I can understand what's going on when the page renders. See parent task for more context.

Acceptance Criteria:
- A line of text is shown informing the user The editor is loading
- For users without JS support on their browser a different headline text is shown, The configuration editor requires JavaScript. Please enable JavaScript to be able to use it.
Nice to have:
- A loading animation is also shown
