Background
At the moment, visited Blue and Red links include the same styles for default, hover, and active states. We need to include new tokens for Blue and Red hover and active states.
Design spec
Once a component spec sheet has been created in Figma, remove the note stating that the spec is missing and link to the spec below.

- Design the Figma spec sheet and add it in this task
- Add the token as Figma style in the library. This step will be done by a DST member.

- Implement the token in Codex
- Update components that use this token
