upload by url isn't enabled on WMF wikis at the moment so there's no point adding the right

It will hopefully enabeled soon (by the way: thanks for implementing this (r111120)) and there was a community decision to enable this for our trusted license-reviewers as well as soon as it is available. Thank you.
