Remove 'modify' action link for global autoblocks

Description

We need to remove the modify action link shown next to global autoblocks. This is because we do not support modifying global autoblocks to be consistent with local autoblocks.

The link to be removed is labelled as modify in the following screenshot:

Acceptance criteria

Remove this modify link from all relevant pages which use the global blocking action links
