NewUserMessage allows communities to define a welcome message, distributed to all new accounts. Currently, communities must request a config change to set this extension up. Plus the configuration relies on several mediawiki local messages.

As this extension is already used at several wikis, including a few large ones, it could be a good candidate for better integration, through Community Configuration.
