Description

The message centralnotice-top-ten-languages is not quite clear. When I saw it, I thought that it's the first 10 languages in the alphabetical list. Then I understood that it's probably top 10 languages sorted by Wikipedia article count.

The frequent users of CentralNotice, who publish fundraising banners and big notifications from the WMF, probably know the real meaning of this message, but the extension should be accessible to new users without the need for training from the Masters. This should be written out clearly near the list box.

I hope this addresses this concern in the short term. In the long term I hope to migrate CN to HTMLForms which will facilitate the addition of help messages.
