The edit and watchlist pageactions display a log-in call to action when you click on them if you aren't logged in. The upload pageaction should do the same thing, but instead displays a 'You need to be logged in' toast warning.

We disabled the upload cta on purpose after SelfieApocalpyse (when there was an influx of bad quality uploads to Commons)
So going to mark as invalid although technically it's a duplicate of a mingle story and I can't do that in bugzilla ;-)
Question for Maryana though- do we want to re-enable the upload CTA when we launch the new nav? We can do this using a config variable and turn it off if Selfie Apocalypse 2 happens...
