CirrusSearch should do the right thing when searches and documents are in languages other than the wiki's default. Currently it just assumes that all searches are in the wiki default language.

Possibly the right place to start is to guess the user's language for their interface setting.

+1 That can be easily changes with [[mw:ULS]] now; if it's counterintuitive we can add a note about it on Special:Search for those wikis, but it's better than not being able to choose search language.
As for documents, note that at least Translate sets the [[mw:Page content language]].
