Subject: Commonscat.py should update all wikies at once

Interwiki.py update interwikilinks on all wikies at the same time. It would be a greate help if Commonscat.py did the same.

It can be done by using wikidata in wikis that want to get commonscat link automatically, so I set priority to lowest
