Mention to CreativeCommons license in footer should specify 3.0

As @Legoktm reported on IRC, the text in the footer

Text is available under the Creative Commons Attribution-ShareAlike License;

is missing the version, which is an important detail. This footer is meant to resemble the footer used in https://meta.wikimedia.org , and there it is linked to https://creativecommons.org/licenses/by-sa/3.0/

However, is there a way to add links to that footer? If not, we should specify the version in the text:

No, we cannot easily add links to the footer text (that's why separate items are seen at the end of the footer).

If someone feels like submitting a patch: The file is modules/phabricator/data/fixed_settings.yaml in operations/puppet.git

No objection to a patch here; I was trying to save space in an earlier (more space-constrained) revision and didn't add it back in.

For posterity I am "rush" on gerrit (ldap) and didn't see this on my plate because the chasemp account is just a shell on ldap. In case of doubt the LDAP account should be listed on the user profile like https://phabricator.wikimedia.org/p/chasemp/
