VisualEditor: Cutting and pasting an {{essay}} template (containing shortcuts) resulted in a different template displaying

Description

Intention:
Move a tag from the middle of a page to the top.

Steps to Reproduce:
See https://en.wikipedia.org/w/index.php?title=User:WhatamIdoing/Sandbox_3&diff=606088818&oldid=606088072 for the (entirely correct) diff.

  1. Select the essay tag in the middle of the page.
  1. Command-X to cut it.
  1. Scroll to the top. Place cursor in the slug at the top. Command-V to paste it.

Actual Results:
The template that was displayed (upon pasting) does not look like the template that was cut. It showed a "clean up" broom.

The changes to the wikitext (upon saving) were correct, and the template displayed correctly upon refresh (after saving).

The essay tag (the top one) as it should have appeared upon pasting, and as it did appear after saving the page.
