The beta cluster Jenkins slave (deployment-bastion) ends up having all its executing slots locked by the Gearman plugin. The only way to solve it is to restart Zuul and Jenkins. I did so at 16:00 UTC which removed the lock.

The issue is referenced as bug 70597.
