Don't require attribution for Public Domain or CC0 files

Narrative

As a user, I can get correct attribution prompts for PD or CC0 images, so that I’m not asked to give credits for images that don’t need them.

See related Bugzilla ticket68687 ("You need to attribute the author" is wrong in case of CC0/Public Domain files).

Acceptance Criteria

  • When an image is Public Domain or CC0, change the download panel’s prompt to say:
  • ‘You can attribute the author.’ (first line, larger font)
  • ‘Show me how’ (second line, smaller font)
  • Keep showing the current attribution prompt for all other images
