With the new sitelink system the reason to have the table of content bar is gone. We should remove it.

I think we should block this until the rest of the header design is done. It doesn't look too bad anymore with the short headings in the sitelink section and is useful on big items still. I still think it is an eyesore but maybe we can find another way.
