Convert extensions to use new Config features workshop at 2015 MediaWiki Developer Summit

Description

We recently added a set of Config classes to core to be used when accessing configuration variables, instead of using global scope. A lot of core has been converted to use these classes, but very few extensions have. We'll go over how to properly access Config options and to convert most uses of global variables. Then we'll pick extensions and start hacking!

I scheduled this for 1:45 on Monday in the classroom (conference room 3). If someone is super interested in Multimedia storage I don't mind moving it to a better time.

We group-reviewed my patches for GlobalCssJs and those were merged, and @awight started looking at converting CentralNotice and @siebrand started working on TranslationNotifications.
