The 4px border under the toolbar (or is it a shadow) is far too strong in the overall context of the page. It connects to the left border of the Apex content area which is 1px and light blue, and contrasting to that stands out as the widest divider on the page. The message we should be sending is that the toolbar and the edit surface are in fact deeply linked.

Also on the subject of shadows, the regular shadow on the toolbar popup looks, at regular zoom levels, like a translucent box that slightly overlaps the border, which I don't believe is the intention.
