Add flood/Flooders group on Officewiki

Description

@Whatamidoing-WMF requested a Flood group on Officewiki (for humans to assign themselves the 'bot' right as needed). It exists on Wikidata (others, too, I think).

See T86201: I can't 'thank' a bot user for edits made with HotCat on some projects.

Since officewiki is a private wiki, should we add this group to $wgGroupsAddToSelf and $wgGroupsRemoveFromSelf for all users (and addable/removable by sysops/crats). Does that make sense or should we just use the usual configuration (only modifiable by sysops/crats)?

I don't know. Only modifiable by bureaucrats is more conservative, so I'll do that unless it's clear we want to go the other way.

I don't have an enormous issue with everyone having the ability to do it though I'd probably lean towards sysops/crats being able to add/remove to anyone. This is less a question of trust and more just forgetfulness. The "oops, I've been on flooder/bot for months now" accident is a lot more common on private wikis and is even more likely for users who are less comfortable/understanding of the interface and consequences.

but, as said, not a huge preference.

Are there any strong objections to modifying this to allow sysops to add to this group as well? As a sysop on the wiki - it can be a bit of a hassle to ping a crat to do mass maintenance tasks.

+1, add sysops to those who can add/remove, please. :-)
