No-JS version of Flow table of contents

Description

We'll need to build a no-JS version of the ToC for two cases:

  • Non-JS users
  • Overflow page when we reach the hard limit of the number of topic titles we can show in the ToC dropdown

We'll need an icon or link at the top of the no-JS board, and a link at the bottom of the ToC panel when there are too many topics to show. ("5000+ conversations - link to no-JS version")

The no-JS ToC page will be paginated.

Q: What's the URL, and how many titles should be on a page?

(Needs a wireframe.)

However, we discussed very briefly. I suggested that we have fully linked pagination for no-JS (rather than paginate both TOC and page separately similar to JS version, have unified pagination where TOC only shows topics that are fully loaded). People seemed okay with that, but we should confirm before we start implementing.
